There's currently a loophole in the resource approval system in that a resource author can essentially bypass the approval queue by changing the resource type and updating the uploaded file/resource content without requiring approval through the queue.
It would be ideal if there was an option per-category to require approval on changes to resource type, as there is already with resource updates.
