Not entirely clear what you mean by this. If you mean a user has had their posts reported 10 times then no. It wouldn't be a good idea anyway as users could then work together to ban other users by reporting their posts.
You can use the Warnings system to ban users either temporarily or permanently based on warning points they receive. More information here:
