I have never seen a utility for this, official or unofficial. The user has to upload their avatar again to rebuild the resized versions.

I've been doing this: http://www.solveyourtech.com/how-to-crop-many-pictures-at-once-in-photoshop/

but it sucks.

So I've just been doing them all in pixlr.com since it compresses and optimizes the pic at the same time.
