Is it possible to allow reactions on specific nodes only?

That's not a specific node permission a.f.a.i.k. but what you can do is a sort of work around. When editing a node under the permissions section revoke the ability to react to all groups and leave it on only for the specific nodes that you want. Other than that it will require a third party add on imo.
