The multi-quote feature allows for posts to be added to a "clipboard" before quote insertion into the reply box. This clipboard persists between pages and allows users to quote posts from multiple threads before inserting them into their reply.
However, posts in locked threads cannot be added to a quote, introducing unexpected behavior for users who wish to continue a conversation from a locked thread, e.g., a locked suggestion or bug report, or want to reference back to an old thread that was locked to prevent necroposting. The disappearance of the select-to-post tooltip can be especially confusing since it never relied on the quick reply textbox due to it storing the quote in the clipboard and doesn't need to be tied to it.
Users can manually quote a post located in a locked thread by creating the BB code for it and then pasting the message to quote, but this process is much less intuitive. Preferably, the post quote buttons and select-to-quote feature would be made available to users regardless of the thread's lock state so that they can quote responses within it in a different thread. However, the reply button should remain hidden for locked threads, as this feature is directly tied to the quick reply box.
