Fixed Quoting a post from someone who has smiley in their username breaks quote view

1. Create a test user with in their username. Example: Smiley
2. Create a thread with the user.
3. Click "Reply" below the post.
4. The result in the editor would be something like this:

Thank you for reporting this issue, it has now been resolved. We are aiming to include any changes that have been made in a future XF release (2.2.1).

Change log:

In the RTE, do not parse for emojis when smilies are disabled. This is consistent with how BB code is normally rendered.

There may be a delay before changes are rolled out to the XenForo Community.
