Where is the grey text "Search..." in the closed Quick Search field located? Is it accessible in a template?

The title of the phrase is called "search":

Admin CP -> Appearance -> Search Phrases

The "..." is in the template:

Admin CP -> Appearance -> Templates -> search_bar

I looked at the phrase search and figured it was wrong when the "..." was absent.
