Add-on Queue for threads in wrong forum

We have a lot of threads that are posted in the wrong section. Often these threads include a keyword in the title that could identify them as being misplaced 90% of the time.

It would be really helpful to have an addition queue where threads containing certain words are still published as posted but are presented to the admin/mods as possibly being in the wrong section.

For instance if XF community had set addon and the thread was posted with title "addon needed" but it was posted outside of the Resource and add-on requests section then the mod/admin team would be presented with a queue that included the following:

"addon needed" posted in forum "bug reports" move to "resource and add-on requests" - yes/no

I have this exact same issue, but I'd prefer a more automatic solution.

If X keyword is found in thread title, move to X forum.

The spam manager would work, but it doesn't search titles, and I assume some people are already using it for actual spam management.
