questions about Moderation Queue: and Reported Items:

I'm having problems with
Moderation Queue: 0 Reported Items: 0

i can't see these two options anymore even though I'm logging as an admin

where can can i control the options for Moderation Queue and Reported Items ,
their permissions

how to allow or disallow moderator form having access to these options

i just did click and set all the permission to the admin , yet i still can't see the reported item bare
