Try (in your EXTRA.css)

.node .nodeText .nodeTitle a, .discussionListItem .title a {
font-size: 20px;
}

where the 20px is whatever size you want.

Are you referring to the horizontal line between each one of the topics?
I'll have to look at that as I know it's a simple CSS edit, but currently I'm tied up styling one of my forums.

where the green is the color you want to use.

You mean the Post description title text?

Try

.discussionListItem a:link, a:visited {
font-weight: bold;
}

You can also use a different font-family in there to make it stand out.
You can even go to the point of using Google's fonts to do it with. Resource with some instructions for that at http://xenforo.com/community/threads/serve-google-fonts-locally.50947/#post-549024.
