RM 1.1 Question about number of votes and reviews

The widget framework has 87 votes, it says here in the right bar http://xenforo.com/community/resources/bd-widget-framework.297/. Also the review tab says 104 reviews.

Can someone explain the difference? Did someone review without voting?
