XF 2.1 Push notifications can't be enabled

On my forum, the server seems configured correctly and I was able to check the "Enable push notifications" box in User alerts and notifications in the admincp. But apparently none of my users are able to enable push for their accounts, including me. Yes, I've verified that group permissions are set to Yes for push.

If you are using IOS, it doesn't support push notifications.

If you open the console (F12), are there any errors?

Yes, this one certainly looks relevant:
Notification.permission === denied

Usually in that case the button says "Push notifications blocked" instead of "Push notifications not supported" per the screenshot above. It would generally indicate the browser is configured not to allow notification access for the website in question.

Over a year later and I still haven't figured this out. Any new thoughts out there on this?
