XF 1.5 Problem with permissions-Final Value (Global)

Hi,

I have some users which are assigned to 3 groups,

1. Registered (primary)
2. Moderators (secondary)
3. VIP

In some functions and add-ons permission values of the third group are Final value! but I want second group value as final result!

What should I do?

Permissions are cumulative based on all of the user groups the member is in.

If you don't want the permissions from a specific user group to apply to a member, you will have to remove them from it.

Actually I need them in those groups, so I cant omit them, why value of secondary group (moderators) cant affect on third group?
