Apologies if my question title is at all confusing.
I have set up a board which accepts question/answer-type threads. The ability to view posts by others has been disabled unless you are a moderator. The board is intended for private support tickets.
I want to create a post in this board which is visible by everyone which helps to describe how to use the board and establish rules. I do use the board description for some of this already, but people's eyes tend to go to the thread listing first rather than the description of the board. I could create a notice for this board in an obvious color like red or orange to draw attention, but having a list of rules here seems inappropriate.
Is there a way to designate a single thread in this board to be publicly visible by everyone, or am I left with one of the options above?
