This only works if the album is in the No Category category.
I understand the design intent here. The No Category is designed to be a "personal' album and it even says to select No Category to make the album uncategorized (personal album). And in a personal album the intent is to be able to limit who views the album while a public album is designed to be viewable to everyone.
However we should also be able to allow other people to upload images to an album that is inside a public category, and we cannot. The permissions of Upload and View should be split and applied separately instead of tied together and only available to an album in No Category.
EDIT: The way we are doing it currently is move the album to No Category, select users able to add images, then move it back into a category which actually bypasses that permission lock but its a huge pain.
