Fixed Preview editor and cookies

Accepting third party cookies in preview editor mode sends the message.

Steps to reproduce:
1. Go to Cookies and click Reject optional cookies
2. Paste any embeded link like Youtube in a new thread or reply box editor and click Preview
3. Click Accept third party cookies in embed video/whatever
4. The message will be posted

Insert editor preview box outside the enclosing form to prevent nested form submission conflict
