Fixed Post actionQuote does not check reply perms

In XF2 it does, but in XF1 the reply permission isn't checked despite the link only being rendered if the user can reply to a thread.
 
Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (1.5.24).
