That was SEO back in 1997 I think. Called keyword stuffing and I imagine it's now the opposite of SEO.

I think his goal is so that he can actually minimize his title, get rid of useless words, and as a result have a much shorter URL.
Forum urls are often way too long, have too many stop words, and really could use a nice trim.
