If you set permissions on a category is it recursive through the child and siblings?

The inherit value causes the value for that permission to be inherited from the parent node. If there is no parent node, then the value will come from the user group and user permissions.

If the nodes are set to inherit (which they should be by default), then yes, the permissions of the parent will apply.

So for example, if you make a category private, all forums in it will also be private.
