XF 2.2 Permissions: What does "0" mean?

I have a question about permissions:

I realise with inherited user groups that "no" means that the property is not redefined but inherited. But what does "0" mean? For example, is the size then actually =0 or is that also inherited and the size of the inheriting group is taken over? Does a smaller number therefore overwrite the number of the inheriting group?

It means "no limits"

The larger number overrides any smaller number.

I will need to double check, but I see unlimited as separate to 0. So for example if a group has 0 for minutes to edit, they should not be able to edit at all (unless the 0 is overrides in another group)
