XF 1.3 Permissions Question

Is it possible to have a forum where users can see the list of threads in the forum but not be able to actually read any of the posts in the thread?

Yes, use the "View thread content" permission.

Thanks @Brogan I have tried that but can't get it to work.

If I allow View thread Content it will show the forums and sub-forums but does not show the actual thread titles, if I then allow View Threads by Others the threads become visible but I can also enter the threads and see the actual posts.

I think I have found why I could not get it to work. It was because I had members in a secondary group which was being excluded.
