XF 1.5 Permissions for specific user group

Hello Xenforo team,

I would like to give or provide a specific usergroup or administrator the permission to allow the editing of a user so they can set if they are in a specific usergroup I have made but not allow them to set or unset other ones is this possible through xenforo or a 3rd party addon?

For example I have a group called 'verified' which I use to validate members of the forum myself manually through the admin section however I would like to allow my moderators to do this without giving them full admin control over user profiles or user upgrades. I hope that makes sense.

The admin permissions are not as granular as that - granting permission to manage users to administrators will allow them to perform all tasks and functions related to that.
