As designed permissions error in secondary group

set to Allow

secondary group (entitled Troublesome users) has

Start personal conversations:
Receive new conversations:

to Never

however members who belong to the secondary group while they can not start convertations, they can receive and reply.

New Convertations. the group b is not supposed to receive convertations since it has Never , but they do.

btw i send the convertation from admin account. just in case convertation send by admins can always be read even if never is the permissions ??

Note that automated conversation messages (such as warnings) will still be sent, and moderators with the "bypass user privacy" permission will sill be able to start conversations with these users.
