Not a bug Permission to Lock own thread not effective

We have had the "Lock / Unlock own thread" permission set to ALLOW for Verified Member user group for quite some time in specific forums; users began reporting after we installed XF 1.4.4 that the option no longer appears in the "Thread Tools" drop-down for threads they have created.

Not sure if 1.4.4 actually introduced the issue, but this was working previously and the first reports we received began shortly after 1.4.4 was installed.

There is no lock/unlock own thread permission in the core.

I suspect that is from an add-on.
