Permission to create new thread only if conditions are satisfied

Hello all,

I've been looking around but couldn't find nothing similar to what I would like to have.

Is there a way to disallow the creation of new threads on a Forum Node to users that do not satisfy the following two conditions:
- 1st: User needs to have at least 150 posts
- 2nd: User needs to be registered for a minimum of 30 days

User group promotions can handle that. Add them to a secondary group and revoke permissions to start a thread in that node for all groups except the new secondary group (Revoke). Leave all permissions for the secondary group as Inherit, except permission to create a thread in that node to be Allow.
