If a permission (like Can use contact us) is set to never for a specific user, that user should never be able to have that permission, no matter which status the user does have as it has been explicitly set this way.
Not being able to enforce permissions on a certain user if the user is not Valid seems to make user-specific permissions somewhat useless in this case.
