XF 2.0 Permission question

A user is assigned to the moderating group (now the user is a moderator).
The Moderating group permissions are set to allow moderators to effectively moderate any forum.
Within node permissions, the Forum moderating group options are set to inherit.

Problem. The User is unable to moderate the forum.
Workaround. If the forum moderating group permissions are changed from inherit to yes within node permissions then the User can moderate the forum.

Is this how it is supposed to work? Isn't setting the node permission a redundancy of the moderator group permissions?

A member needs to be explicitly promoted to moderator - user groups just assign permissions.

Right you are and although I did not include this step, the User has been promoted.
