Passkey from MacBook doesn't allow device biometrics

I can log in using Face ID fine when a passkey is set up in iCloud however if I try to use the same passkey or use 2FA I have to scan a QR code with my phone rather than use the device biometrics. This is a fingerprint scanner.

Any ideas about how to make the process more connected and seamless like for other SSO?

Just to confirm this isn't passkey login but when using it as 2FA requires QR code?
