Lack of interest Optimize Requirements Test File for CLI

Currently, the requirements test script assumes that a web server with PHP support is in place, hence it spits out formatted HTML page. It might be handy to have the output optimize for CLI, only when the context of the script invocation is CLI.

Yes! Suppose you are setting up backend distributed application servers (or Docker image) with only php-fpm support while later connecting them with a frontend loadbalancer/reverse proxy (such as Nginx or HAProxy). This configuration or image building process might happen on a separate machine where a web server is not in place. You might argue, one can run PHP's built-in server for that purpose and you would be absolutely right, but that might be a remote machine with no GUI or open ports.

Most of the XF customers might be using shared hosting services with traditional control panels and FTP based setup, but having some handy features for advanced users would not hurt. "Is a CLI interface for requirements check is mandatory?", if you may ask, then the answer would be, "No", but it would be nice to have.
