This message is displayed anytime a user clicks on the Xenforo logo in the upper left corner.

I enabled a Notice yesterday. It displayed yesterday but it's nowhere to be found today?

You have your logo pointed to an invalid URL.

You can update it in the ACP at /admin.php?options/groups/basicBoard/

If you don't have a separate home page, just leave that blank.
