Not a bug One Choice Error message

ACP > User > Custom Users Field> Create New Fields.

I choose drop down selection but the message keep saying "Please enter at least one choice" which I choose drop-down list after click save.

This isn't a bug. To have a field, you need to have at least one of these choices entered:

You can then go back, edit, remove etc.
