What do those numbers stand for and why does it change upwards?

That is the thread ID number. Each time a new thread is created, a new thread ID number is assigned. This number is automatically incremented.

I believe the OP is referring to the number in the what's new URL.

It's an ID related to each time whats new is clicked.

The number in the New posts URL is used as a cache ID. If the New post has been recently clicked, the results are not fetched again via a query, but the recent cached result is displayed.
