XF 1.4 Notice is not showing up

I checked the criteria and it should show to everybody but it is not showing up. Please help...

I didn't put any criteria so it should show up to everyone right?

If you just entered a title and message and nothing else, it should show on all pages to all visitors.

Possible reasons for it not showing are an outdated template, custom style, an add-on interfering, or you have dismissed it.

Yes I've dismissed it. So it will not come back?

You can restore dismissed notices from your account preferences.

Waaahh! OMG! So that's how to solve it. I've been running around since yesterday and it's only in the preference. lol! Thanks brogan.
