I also don't get how he wants to accurately figure this information out. What defines mobile? Do you exclude chromebooks but include Android Tablets like the ASUS transformers series? They don't exactly mark tablet browsers different than phone.

The plugin can differentiate between many mobile devices and is updated frequently with the latest devices.
