XF 2.1 Not found error on fresh install

I'm getting this error on a fresh install (i'm not sure why it's trying to do "install" 2x like that /install/install/index.php

The link should look like this if the site is in the root, www.example.com/install/

it's not inside install/install, it's just /install - but it's adding that extra on there for some reason

Have you modified or changed any .htaccess files in that directory ? Or were there any already there before you uuploaded the Xenforo files ?

I do not think it is a mod_sec issue as I would half expect a 'forbidden' and 'not found' type of message that you can sometimes get with that.
