Fixed Non-assigned report state changes clears the assigned user

In XF1, if you resolve or reject a report, it retains the user that did the assign/resolve. This information is very useful when looking at an old report.

In XF2, it explicitly clears the assigned user state information even for custom report state changes.

Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (2.1.0 B7/RC1).

Change log:

Do not change the assigned report user when changing the report state unless explicitly re-opening/un-assigning the report.

Any changes made as a result of this issue being resolved may not be rolled out here until later.
