XF 2.2 No user can submit a post without getting permission first

For some reason, my users (and even moderators) can't submit a post without the Administrator approving it first. I have gone into the user groups and changed the settings, as shown below. Perplexity just tells me to use those settings, so no help there. Anyone know what could be happening?

Use the Analyze permissions to determine the issue.

I found out that this only applies to one node. I have a Memes forum, and nobody can make a post or submit an image or video without admin approval first.

It is most likely node specific settings then.

I was merely trying to get a notice sent to moderators when a new meme was posted in that forum.
