Snog submitted a new resource:

No Replies to Locked Threads - Prevents everyone from replying to locked threads

A simple add-on to prevent everyone (including admins/moderators) from replying to locked threads.

It eliminates quick reply from the thread and reply links in posts.

NOTE: This DOES NOT prevent admins/mods from opening the thread, replying and closing the thread again.

If someone does that, it's up to you to consider disciplinary action.

Yes it still works with 1.5.11 and no there are no permissions. Once a thread is locked, nobody can reply to it.
