Fixed No "Add passkey" button

Hello.
I can confirm bug https://xenforo.com/community/threads/no-passkey-on-local-dev.220704/
After update from 2.2 there is no "Add passkey" button

Direct link is working

https://localhost/account/passkey/add

And entering passkey page.
