I have 2 administrators on my site that need access to the xenforo community resources but your system is preventing that is there a way to fix this?

First of all you need to associate your own forum account with your license.

At the same time you can add up to 3 other forum accounts.

the person who bought the software for my site wasn't me so do i have to wait for him to do it?

You will need to speak to the license holder then.
