XF 1.3 Need administrators to have ability to edit only user groups.

Currently only a select few of my administrators have just the following perm:

But this worries me as it already gives quite too much access. I only really need a few select users to be able to change the user groups of others, but it seems like right now they are able to do quite a lot with that perm, such as completely delete users, edit moderator permissions and more.

Anyway to only allow them to promote groups and nothing more?

You would need custom development to alter the behaviour related to that permission.
