Duplicate Narrow browser window results in short banner background

If the browser window is made narrower than the min width, the blue banner at the top becomes narrower than the actual content as seen below.



This is in FF 3.6.10, IE8 and Chrome 6.0.

For fun, try the fixed width style. Does not seem to do that for me using that.

It's really just a pain to workaround when we support liquid and fixed, while making it easy for people to change. It'd be trivial to fix otherwise.
