I am planning on developing my XenForo instance on AWS before moving it to another host for production.

Can I do this with one license? Or must I develop using a production version?

Do I have to have a domain name chosen in order to use Xenforo? This is for a brand new site whose concept I have not yet finalized. Is it easy to change the domain/URL associated with the Xenforo license?

Yes, you can change your DOMAIN later, via the customer panel https://xenforo.com/customers/

You can enter a temporary domain name, or localhost.

Just update it once you decide on the domain.
