XF 2.2 moving from /forums to root

I moved our site from /forums to root but this causes a redirect loop to /forums/forums/forums/forums

I've tried the htaccess method but its as if its rewriting it before it even hits that...

there is no rebuild master data button either in /install so i cant try that

admin.php is blank page

nvm plugin broke everything
