I want to rebuild the current setup from scratch and transfer the old topics and attachments to the new setup. Is this possible?

quite a few have wanted. a few have tried. Not sure I've heard one success story.

I'm changing my domain name, and I want to transfer all the content from my X domain to the Y domain. However, there are topics on the Y domain. How can we automatically transfer the topics from the X domain? If this process causes ID conflicts, I'll transfer them one by one and set up 301 redirects.

Importing into an existing install is even harder.
You'd have to hire an expert or it just won't go well.

The last time I tested this it was remarkably easy. But if in doubt someone such as @MySiteGuy can do it at a reasonable price.
