XF 2.1 Move cookie notice to top or floating

I've searched and cannot find something related to this. I have my cookie notice for guests enabled and it's working fine, but I recently put a sticky footer ad so it actually covers the cookie notice, so I want to move the cookie notice either to the top of my forum or move it elsewhere as a floating notice.

Preferably just move it from bottom to the top - is there an easy css way I can do this?

Thanks for linking that - if I use that, how does it behave when there's additional floating notices from the default xf notices system?

This is floating on the left side and the XF floating notices are on the right side.

What about on mobile devices? Will it coexist with no issues?

Oh, I see what you mean now, that means then I cannot use this if it's still sticking to the bottom on mobile devices.

Isn't there a way to make this behave the same way in mobile?
