Moderation queue: Option to mark posts as "on-hold" - so other mods know not to approve just yet

I am looking around for an add-on to do this very thing. It causes a bit of confusion while one mod is researching an IP or new user and then another one steps in and approves/rejects it. It's an inefficient use of time for sure.

I would suggest that the moderation queue be merged with the Report system so that comments and resolution can be tracked.
