Lack of interest Moderation queue: Option to mark posts as "on-hold" - so other mods know not to approve just yet

I'd like to suggest an additional field/option for the moderation queue to mark an entry as "on-hold" - with a text box to add a reason.

This way other mods know not to approve it until it's been discussed / a decision has been made about what to do with it.
