XF 2 Moderation enhancement - add-on request

I'd like to hire a developer to create an add-on to enhance moderation in specific forums. I've outlined the project below. If you're interested, please DM me with a time and cost estimate. Thank you!

The Purpose:

Like most sites, we have many users who try to post spam or other self-promotion links, or who don't format posts correctly. I'd like to add some features to help automatically moderate and help guide users before they submit their posts.

The add-on must include an option to deactivate for specified user groups, per forum. This should be specific permission setting for each item (links, email addresses, all caps, post length) listed below.

Here are the features we'd like to add:

Confirmation message for users posting links in topics/posts

If the system detects a user has added a link, display a confirmation with radio buttons (where they must select one of two options) before they can submit the post or new thread. I'm thinking this could appear as a popup or an announcement-style message above the submission button, with the button greyed out until they make a selection. I'm open to other ideas if this isn't possible. The message should be phrased (so we can update it later if needed) and should read:

This is a friendly reminder that we do not allow advertising or promotional links in the discussion forums. Please help us direct your post correctly by choosing from these options:
  • I am affiliated with the product or service linked in this post. Please transfer me to advertising options.
  • I am not affiliated with the product or service linked in my post.
(Submission button here)

The bullets in the message above represent radio buttons. The first option would redirect the user to our advertising information. The second option would allow the user to submit the post, but will mark the post as moderated so we can review before approving.

I'd also like to have a whitelist of domains that are allowed and will not trigger the warning.

Prevent ALL CAPS or emoji in title for topics/posts

I'd like to prevent users from submitting titles in ALL CAPS or including emoji in titles.

ALL CAPS or emoji are not permitted in titles. Please use title or sentence format.

Reject email addresses in topics/posts

If a user tries to post an email address, show them a message saying email addresses are not allowed. Do not allow them to submit the thread/post etc. until the email address is removed.

Email addresses in direct messages are fine, but we don't want them posted in the forums.

Please do not include email address(es) within your message.

Require new thread content to be a specific length

Check to make sure a new thread has X number of words before it can be submitted. We should be able to adjust the length as needed. This is to prevent people from posts which are only a few words long, especially in our articles section.

If the new thread content is less than X words, display this message and don't let them submit the post until it is corrected.

Please make sure your post is X words or longer.
