XF 2.2 Mismatch between user count in forum statistics and list users in admin

Hi, what could be the reason for a mismatch of user count in forum statistics on the frontend and list users in the XF admin (backend)? Previously I had a mismatch of roughly 10k users. After cleaning up the users via an add-on from @AndyB I still have a mismatch of roughly 2k users. Are users in the approval queue counted under list users in the backend? Thanks!

Only users with a valid state and who aren't banned are counted on the front end
